The 790 Members of Parliament of India, the world's largest democracy, represent one billion people. The 545 members of the 13th Lok Sabha and 245 members of the Rajya Sabha represent India's teeming millions at a unique period of history-during the New Millennium. The 13th Lok Sabha was constituted on the eve of the New Millennium, after the September-October 1999 Elections. The Rajya Sabha, unlike the Lok Sabha, is a continuing House with one-third of its members retiring every two years and replaced in biennial elections, the last one having been held in April 2000.
