Former naval officer Tom Pascoe, now a member of London's river police, spots a 'floater' in the murky waters of the Thames. Investigation reveals him to be an MP and a close associate of First Minister, William Pitt. Pitt is determined to force through anti-slavery legislation. Many have a vested interest in preventing this change. At the same time as doing his job, Tom is grieving for the women he loved, killed by his enemy. Heavy drinking has made him unpredictable.
