Published annually, this volume of "Halsbury's Statutory - The EC Legislation Implementator" is a guide to the implementation in England and Wales of Community Directives. It is intended to indicate whether a Directive has been implemented by national law in England and Wales, and, if so, by what. Instruments relating purely to Scotland or Northern Ireland are outside the scope of this work. Scope of the "Implementator" - The "Implementator" has been compiled from statutory instruments, beginning in 1973 with the date of Accession of the United Kingdom to the European Community, and from information available on the online service LexisNexis EU Tracker. Directives are most often implemented by statutory instrument, but can also be implemented by primary legislation (Acts of Parliament and Welsh Assembly Measures) or quasi-legislative material (administrative measures, such as the FSA Handbook), and in some cases new legislation may not have been considered necessary. Although Decisions of the Council, the Commission or Parliament are not 'implemented' as such in national law, where an SI has been necessary to give effect to a Decision, where possible this has also been included for reference. The Table of Community Directives by Subject Area contains the same information as the Chronological Table of Community Directives, but is presented in subject order to aid the user where the Directive number is not known. The subject classification is determined by the title (or titles) in which the implementing legislation is dealt with in the main volumes of Halsbury's Statutory Instruments. The Table of Statutory Instruments is a chronological list of statutory instruments and the Directives they implement. It also lists the title (or titles) in which each instrument is dealt with in the main volumes of "Halsbury's Statutory Instruments and the Table of Community". Directives by Subject Area - The Index contains references to all Directives included in the work and also includes the commonly used names of many Directives, enabling the user to find the relevant information where the Directive number is not known. This "Implementator" contains information available on 3 March 2009; for subsequent changes, users can contact editorial staff either by telephone or email.
