The central problem of international politics in the 1980s is the theme of this study. lt uses Soviet intervention in Afghanistan as the backdrop to an examination of the problem that torments statesmen and diplomats the world over. By this Intervention the Soviets have conclusively demonstrated that they not only have the capability to intervene in conflicts outside the frontiers of the Soviet bloc, but also the political will to use that capability as an active Instrument of foreign policy. This study explores the new, extended shores of Soviet global power. lt shows how other major world actors the US, China and Western Europe as well as regional actors like India, Pakistan and frag, responded to a stunning affirmation of this power. The princlpal time-focus of the study is 1980-81, but that focus is projected to the decade of the 1980s, during which period of time the questions that this volume addresses must find their answers. India, as framed in this study, is a middle power which, though in friendship bound to the Soviet Union, has regional interests that are no longer in complete harmony with actual and potential thrusts of Soviet global power in the interlinking geostrategic regions of South and Southwestern Asia. India finds herself in the company of a group of middle powers spanning the continents, whose national, regional and world interests surpass their respective linkages with either global power. These middle powers West Germany, France, Brazil, Mexico and India therefore find themselves straining, bilaterally rather than collectively, to contain the new confrontation and preserve as much of detente as possible. Dr Bhabani Sen Gupta has been a Senior Fellow of the School of International Affairs, Columbia University, New York; and the School of International Studies, Jawaharlal Nehru University, New Delhi. He wrote this volume while holding a senior fellowship of the Indian Council of Social Science Research.
