The libraries have transformed drastically from the storehouses of books to the powerhouses of knowledge and information since the middle of 20th century. The information and communication technology, which is responsible for this revolution has drastically changed the organization, management and functioning of modern libraries. The very existence of library is fully dependent on the satisfaction of users. Therefore, libraries are now more concerned about the library customers, their satisfaction, the quality of libraries and information products and services and their proper marketing. Every library exists to satisfy the needs of the customers and aims to achieve hundred percent customer satisfaction, however, there may be some discrepancy between what libraries provide and what the customers actually need. This mismatch results from the failure of the library to meet customer needs and from the unrealistic expectations of customers. Therefore, it is necessary to have some system through which the customer needs are heard and these must be used to improve the quality of the libraries. There are several methods or tools or techniques to measure, control and improve the quality of a library. The quality can be perceived from the organizational level or user level or both, but the perceptions of the library users is most important as the quality of a library has been defined as the gap between the expectations and perceptions of users about the library. The main objective of writing this book is to make the practicing librarians acquainted with the various methods of measuring the quality of libraries. It also explains the concept of consortia formation as well as national basis and some of the important library consortia are also discussed in this chapter. In spite of various developments and advancements, there are some barriers which hamper the process of resource sharing. These are dicsussed under fifth chapter that is on Barriers of Resource Sharing. User expectations and needs play important role in developing fruitfulness of resource sharing because it's the users who lead us to improve our present resources and services. It is because of users' suggestions that a particular library be able in the race of existence in modern environment of information and communication technology. Today, libraries are bound to educate or train its users in handling modern tools of information gathering. All these, users' expectations, needs and user education are discussed in its sixth chapter. The seventh chapter 'Management of Resource Sharing' tells us how effectively we can manage the resource sharing among libraries. The future prospects of resource sharing are discussed in its next chapter. In the last chapter, 'important Library and Information Networks', some important Indian library and information networks are discussed. The book is appended with some appendices on Important Library Consortia, Subject Gateways, Modern Inter-library Loan Code, Policy on Confidentiality of Library Records and Model Photocopying and IT Act 2000. The aim of this case study was to measure the compliance, or not, of the library services and resources of Wesfleur public library to the twenty- two principles of UNESCO Public Library Manifesto of 1994. The UNESCO Public Library Manifesto is a global guideline and framework for public libraries around the world to use and also to measure their library services and resources. The City of Cape Town has adopted this manifesto for all the public libraries in the Metropole. Wesfleur public library is one of these public libraries. Limited research has been done globally to measure library services and resources with the UNESCO Public Library Manifesto. No research has been done in South Africa, and or, the Western Cape to measure public library services with reference to the UNESCO principles. This study is a contribution towards filling this gap.
