September, 1799. The Thames off Deptford Creek. Former naval officer Tom Pascoe, now a member of London's river police, spots a 'floater' in the murky waters of the Thames. Investigation reveals him to be an MP and a close associate of First Minister, William Pitt. Pitt is determined to force through anti-slavery legislation. Many have a vested interest in preventing this change, and would go to dangerous lengths to prevent it. At the same time as doing his job, Tom is grieving for the women he loved, killed by his enemy. He looks for solace at the bottom of a bottle, and his drinking has made him unpredictable. His superiors doubt whether he's up to the task. As Pitt and his supporter, William Wilberforce, find themselves in increasing peril, Tom must pull himself together or be dragged under.
